The Petropavlovsk-Kamchatsky (Elizovo) Airport dates back to 1948, when the airport was formed out of the Kamchatka Air Group. The company faced monumental challenges of developing inter-regional transportation.

Daily flights on Il-12 and Il-14 airplanes en route Petropavlovsk-Kamchatsky - Khabarovsk were made as early as in 50s, while Li-2 aircraft was the main type for the domestic service.

An artificial runway was constructed in 1957. Scheduled flights of Tu-104 jets from Petropavlovsk-Kamchatsky to Moscow with intermediate landings were initiated in January 1958. Development of a new airport terminal started in the same year.

Concurrent construction of a new air terminal, apron, taxiway, hotel, boiler plant, cargo storage and residential house for airport staff was already underway in 1959.
The team of the integrated company comprising an air group and an airport was among the first in the country to master Yak-40 airplane in 1969.
Scheduled long-haul flights of Il-62 jets to Moscow started in 1978.
The airport became open for international flights in 1995.
Since 2000, the airfield of the airport is authorized to take and service Boeing type airplanes.
A new runway was put into operation on June 1, 2016, fitted with all the required modern radio and lighting control systems, enabling landing approaches under ICAO Category II.
A separate legal entity JSC Petropavlovsk-Kamchatsky International Airport (Elizovo), which accumulated almost all airport operations, carved out from the integrated company JSC Kamchatka Aviation Enterprise as a result of restructuring on November 1, 2016.
A change in service areas of the air terminal took place in 2017. The check-in area precedes the inspection area because of that.
An agreement on implementation of the Elizovo Airport construction and operation project was signed on November 3, 2017 by and between the Kamchatka Territory Development Corporation and the Airports of Regions Management Company, the winner in the investment tender for upgrade of the Petropavlovsk-Kamchatsky, staged by the Kamchatka Territory Development Corporation.
