Salmon roe transportation rules
In accordance with Federal Law No. 254-FZ dated July 14, 2022 “On experimenting with additional mechanisms to regulate the inland air transportation of salmon roe for the sake of preventing its smuggling”, each passenger may transport up to 10 kg of salmon roe undocumented or without appropriate approvals in one piece of luggage or carry-on bags. The permitted amount of salmon roe carried by several passengers in the same luggage or carry-on bags shall not to be added up.
In order to carry salmon roe weighing more than 10 kg, a passenger must have a Certificate required by the Agricultural Oversight Directorate for Kamchatka Territory and Chukotka Autonomous District (hereinafter: Rosselkhoznadzor). In case of carrying more than 10 kg of salmon roe, you will also need a package of additional papers enjoined by the territorial Rosselkhoznadzor Directorate. The presence of salmon roe in the luggage or carry-on bags is checked at the entrance to the airport. Depending on the roe amount, Rosselkhoznadzor officials mark all luggage and carry-on bags with special red, yellow, or green stickers.
If there is no salmon roe in the luggage and/or carry-on bags, the luggage and/or carry-on bags are marked with a green sticker, allowing access to check-in.
If there is less than 10 kg of roe in one piece of luggage or carry-on bags, the luggage and/or carry-on bags are marked with a yellow sticker, allowing access to check-in.
If two or more pieces of luggage and/or carry-on bags of one passenger contain salmon roe weighing less than 10 kg, your luggage and/or carry-on bags will be marked with yellow stickers; after that Rosselkhoznadzor staff will conduct further identification and weighing of salmon roe. If the rules of roe transportation are complied with, the Rosselkhoznadzor inspector issues a Certificate of Compliance for the further check-in.
If the luggage and/or hand luggage contains more than 10 kg of salmon roe, the luggage and/or carry-on bags are marked with red stickers. The Rosselkhoznadzor staff conducts further identification and weighing of salmon roe, as well as verifying the availability of the necessary documents which must be prepared in advance. In case of compliance with the rules for carrying the salmon roe, a Certificate of Compliance with the rules for carrying the roe is drawn up for the flyer to proceed to a check-in counter.
Check-in and carriage by airlines will be denied for the following luggage and carry-on bags:
- those marked with a red sticker without the Certificate of Compliance with salmon roe carriage regulations, issued by Rosselkhoznadzor;
- those marked with a yellow sticker – two or more pieces of luggage and (or) carry-on bags of one passenger without the Certificate of Compliance with salmon roe carriage regulations, issued by Rosselkhoznadzor;
- those having no signs or stickers;
- those marked with damaged stickers.
